The apex court has also stepped in to resolve the deadlock between farmers unions and the government by constituting a committee of agricultural economists and experts. However, all four members — Ashok Gulati, PK Joshi, Bhupinder Singh Mann and Anil Ghanwat— are pro-reform. None are a part of the farmer groups who want the laws repealed entirely.

A stay on the new farm laws means that while the laws have not been repealed, the government cannot forcefully implement them until further notice.

Agricultural expert and former director of the International Food Policy Research Institute (IFPRI) PK Joshi too is another propagator of the new farm laws. His published articles praise the government’s efforts to assuage the farmer’s concerns. “Scrapping the three farm laws will be disastrous for the entire agricultural sector, more so for the farmers,” he wrote in one the editorials published in the Financial Express

The two farm union members — National President of the Bharatiya Kisan Union Bhupinder Singh Mann and President of the Shetkari Sanghatana Anil Ghanwat — are part of the pro-reform farm groups. In mid-December, the two met with Agriculture Minister NS Tomar and called for the implementation of the laws after bringing certain amendments to satisfy the protesters.

Attorney General KK Venugopal added allegations that Khalistani’s have infiltrated the protests. “If there is an infiltration by a banned organization, and somebody is making an allegation here on record, you have to confirm it. You file an affidavit by tomorrow,” Bodbe told Venugopal.
The hearing will resume on January 18.

In a significant step towards a potential resolution between the government and farmer unions’, the Centre has offered to suspend the three controversial agriculture laws for up to 18 months. But only if farmers representatives agree to form a committee to review the legislations, discuss all the issues and objections and come to a solution.
“The government placed a new proposal before us in the tenth round meeting – it is ready to set up a special committee which will consider all our demands along with the three new laws,” said Balkishan Singh Brar of the All India Kisan Sabha. They also proposed that until the committee completes the review, all three new laws will be put on hold for one-and-a-half-year,” he added.
After nine failed round of talks between the farm unions and the Centre, the proposal came to resolve the deadlock. Farm unions, however, told the government they would respond on Thursday after discussing the proposal. The next meeting is scheduled for January 22.
“The government is ready to suspend the three laws for one to one-and-a-half years during which a solution can be reached by mutual dialogue. We want the agitation to end and the talks with farm unions to continue,” agriculture minister Narendra Singh Tomar said after the meeting. “I am hopeful of reaching a solution (to end the farmer’s agitation) by the next meeting on Friday,” Tomar said, adding, “it will be a victory of the Indian democracy when the agitation ends and farmers return to their villages.”

Farmers attending the 10th round of negotiations on Wednesday evening said the government has become unnerved by their plans for a big tractor rally on Republic Day.
The government has offered to suspend the implementation of the three laws for up to 18 months or a mutually agreeable period to restore the trust of farm unions, and they are willing to do this through an affidavit in the Supreme Court, said Kavitha Kuruganti, who is part of the 41-member delegation of Samyukta Kisan Morcha negotiating with the government. “The government has also proposed to form a committee to decide on the future of these laws on whether they will be repealed or amended. We will send our response in a day,” Kuruganti added.
Centre’s proposal came just ahead of a tractor march in Delhi planned by protesting farmers on the Republic Day. Earlier on Wednesday, the Supreme Court refused to stop the tractor rally and said it is for the police and authorities to make a decision. Farm unions have assured that the march will not disrupt the official Republic Day parade.
On a plea filed by a farmer organisation named the Kisan Mahapanchayat, the court also issued a notice on the application to reconstitute the four-member review committee it had formed on January 12, while staying the implementation of the laws. One of the members, Bhupinder Singh Mann, recused himself on 14 January stating he cannot compromise with the interests of farmers.
Earlier last week, the apex court had put the contentious farm laws on hold for at least two months and had formed a committee to discusses the issue with all sides and give back a report on the flaws of laws and the changes required.
The Supreme Court further said that the expert panel has no power to adjudicate and would only submit a report to the court after hearing all sides. Protesting farmer unions have refused to present their views before the committee and argued that they will only hold a dialogue with the government which has the powers to repeal the laws.
“If you do not want to appear before the committee, we cannot compel you. But you cannot malign people like this and cast aspersions on them and also the court,” Chief Justice of India S. A. Bodbe said, responding to the criticism that the committee members were in favour of the laws before they being appointed.
The government has opposed the January 26 tractor march, saying such a demonstration on the Republic Day would embarrass the nation.
Meanwhile, Brar said the government is scared and is looking for ways to save its skin. The farmers will meet the police today to discuss the programme of the January 26 protest. Over 200,000 farmers have been protesting with their tractor trolleys at several entries points to the national capital since last fifty-seven days. They said they are expecting at least 1,000 tractors to take part in the march around the periphery of the national capital.
